这是是一部聚焦世界超大城市治理共性问题的纪录电影。它以北京 “12345” 热线接入的市民电话为线索，通过纪实拍摄手法，呈现了北京这座拥有超过 2100 万常住人口的超大型城市市民生活的鲜活故事。 影片以 12345 北京市民热线服务中心接入的市民诉求电话为线索，串联起话务员的成长、停车难、老楼加装电梯、市民打分机制、数字化智能化治理方式等 7 个故事。从不同侧面讲述北京市接诉即办改革实践，开掘 “以人民为中心” 的社会综合治理方案，重构基层治理格局的创新探索，涉及敏捷治理、韧性治理、主动治理、依法治理、多元治理、数智治理等方面，旨在为观众呈现 “以人民为中心” 的城市治理理念和实践成果。

1984年，劉若瑀當時離開臺灣到美國加州，向波蘭劇場大師葛羅托斯基（Jerzy GROTOWSKI）學習表演，在一座牧場中她與其他來自各地的表演者日以繼夜地訓練。劉若瑀回到臺灣，於1988年創辦了「優劇場」，帶領一群人一同經歷「溯」計畫，藉由拜訪各地老師傅，向他們學習傳統技藝：太極、車鼓、高蹺、道士等，透過不斷地身體訓練，尋找著屬於東方人的表演方式。 1994年轉變為「優人神鼓」，透過靜坐、擊鼓與武術建立出優人的訓練與表演方法，從外在的形式，轉為内在的追求。1998年，優人神鼓以《聽海之心》在法國亞維儂藝術節演出，一舉登上世界舞台。 如今優人神鼓走過三十年，下一步優人將會走向何方？
